Russia Birth Certificate
The Russia Birth Certificate is called свидетельство о рождении (Birth Certificate) which is issued by Bureau of Acts of Civil Status (ZAGS). Births must be registered within 1 month after the birth. Late registrations are allowed. Where a mistake is identified the birth certificate will be reissued. There are three types of hospital records which all state the birth mother’s name, child’s gender and date of birth:

rodovoy certificate (pregnancy insurance certificate) which also includes a separate column to record any medical conditions of the mother and child
Russia Death Certificate
The Russia Death Certificate is called свидетельство о смерти (Certificate of Death) which is issued by Bureau of Acts of Civil Status (ZAGS). The surviving spouse or child of the deceased may obtain a replacement copy of the record from the local office of the Bureau of Acts of Civil Status (ZAGS) in the event of loss of the original document. ZAGS will not issue certified duplicate copies of civil documents except as a replacement for a lost or destroyed document.
Russia Marriage Certificate
The Russia Marriage Certificate is called Свидетельство о заключении брака (Certificate of Marriage) which is issued by Bureau of Acts of Civil Status (ZAGS). Marriages may be registered within 1 month from the date of the request submission. This can take place sooner under certain circumstances. Marriage certificates will record the surname to be used by each party after the wedding. Both the internal and international Russia passports are required to be updated with the new name.
Russia Divorce Certificate
The Russia Divorce Certificate is called Свидетельство о расторженнии брака (Certificate of Divorce) where the issuing authority is Bureau of Acts of Civil Status (ZAGS) of the locality having custody of the records. Same-sex marriages are not recognized in Russia. Religious marriage ceremonies are not valid in Russia, unless a civil ceremony and registration is also conducted at ZAGS.
Russia Identity Cards
The Russia Identity Card is called the Internal passport of Russia. A Russian identity document is issued to any citizen on request at the age of 14 and reissued at ages 20 and 45. People may use other documents for identity as well (e.g., driver's license, passport), but only in limited number of cases. Banks, post offices and authority offices require internal passport for identification.
Is Russia a member of the Hague Service Convention?
Russia is a signatory to the Hague Service Convention (Convention of 15 November 1965). Russia objects to service under Articles 10(a), 10(b), and 10( c ) within its territory.
