Vietnam Birth Certificate 

 
The Vietnam Birth Certificate is called aCERTIFICATE OF BIRTH or GIẤY KHAI SINH which is issued by The People’s Committee (commune level or district level). All births in Vietnam must be registered and a birth certificate will be issued. Late registrations are allowed. Re-registration to add a father is possible. Births of children born to two non-Vietnam citizens must be registered at the provincial or municipal Justice Service where either parent resides. 
 

Vietnam Death Certificate 

 
The Vietnam Death Certificate is called EXTRACT OF DEATH CERTIFICATE “TRÍCH LỤC KHAI TỬ” which is issued by The People’s Committees. All deaths must be registered within 15 days of the death occurring. Late registrations are not allowed. Death certificates are issued following the registration of deaths in Vietnam. The death of a: 
Vietnam national will be registered by the commune People’s Committee and the record will be held at district level 
non-Vietnam national will be registered at a provincial or City Justice Department 
 

Vietnam Marriage Certificate 

 
The Vietnam Marriage Certificate is called Marriage Certificate or GIẤY CHỨNG NHẬN KẾT HÔN which is issued by The People’s Committee (Commune level for Vietnamese citizens, and District level for foreigner). All civil marriages must be registered with the provincial Justice Department, and all records are held locally. There are no: 
central records of marriage 
time limits for the marriage to be registered 
 
Marriage certificates are issued following the registration and can be issued in either: 
bilingual Vietnamese-English language 
Vietnamese language only 
 

Vietnam Divorce Certificate 

 
The Vietnam Divorce Certificate is called DECISION RECOGNITION OF CONSENT TO DIVORCE AND THE AGREEMENT OF THE PARTIES QUYẾT ĐỊNH CÔNG NHẬN THUẬN TÌNH LY HÔN VÀ SỰ THỎA THUẬN CỦA CÁC ĐƯƠNG SỰ where the issuing authority is The District People's Court. 
 

Vietnam Identity Cards 

 
The Vietnam Identity Card is called Căn cước (Identity Card). All citizens above 14 years old must possess a citizen identification card, provided by the local authority, and must be reissued when the citizens' years of age reach 25, 40 and 60. Formerly a people's ID document was used. 
 

Is Vietnam a member of the Hague Service Convention? 

 
Vietnam is a signatory to the Hague Service Convention (Convention of 15 November 1965). Vietnam objects to service under Articles 10(a), 10(b), and 10( c ) within its territory.
