You can also see a person’s profile that is not added to your Facebook friend list by typing his/her name in the search bar.

When you are searching for people living in another country, you can use the location filter. This filter can be used to search for people living in a specific country.

Then under the ‘Filter results’ option, select the city you want to limit your search. You need to click on the find friends option at the top right corner and then the name of the city in the left column of the ‘Find Friends’ page if you are trying to search for a person without a name and only by city.
